Wendy Sisk, LMHC
Chief Executive Officer
Wendy Sisk joined our staff in 2002. She holds a Master of Science in Counseling Psychology from Central Washington University and is a Licensed Mental Health Counselor.
Before joining the PBH team Wendy worked at Community Psychiatric Clinic (Seattle) where she provided afterhours crisis support and served as the Residential Screener. She also worked for Fairfax Hospital (Kirkland) as an Evaluator on the Psychiatric Assessment Team. She served as a volunteer for four years as a Domestic Violence and Sexual Assault Advocate in Ellensburg.
Wendy was initially hired as a Case Manager but has primarily worked as a Designated Mental Health Professional since 2004. In 2010, Wendy was promoted to supervise Crisis Intervention Services and a year later also assumed responsibility for the Community Support Services. Wendy was promoted to the position of Clinical Director on August 9, 2014. Finally in 2016 Wendy was promoted to the position of Chief Executive Officer.
Joseph Reis, ARNP
Joseph Reis, ARNP has served in many healthcare leadership roles since 1991. First as a career Officer in the United States Army and most recently as the Director of Clinical Operations at Logistics Health Inc. in La Crosse, WI.
Joseph is originally from Pittsburgh, Pennsylvania. He obtained his undergraduate nursing degree at Kent State University and an Adult Nurse Practitioner Master’s degree from West Virginia University as well as a Post Master’s in Psychiatric Nurse Practitioner from Washington State University. Mr. Reis brings 25 years of clinical health care experience to his position at Peninsula Behavioral Health. Joseph understands the unique nature of the patients served by PBH. He is dual board certified as both a psychiatric and an adult nurse practitioner.
In addition to Mr. Reis’ executive leadership role as Medical Director, he is heavily engaged in full spectrum clinical care. This includes outpatient behavioral health care, procedures, supportive therapy and medication management. He is interested in clinical workforce needs, cross-institution collaboration, innovation in behavioral health care, and care of the underserved in our community. Outside of work, Joseph is happily married to Rebecca and has five grown children living across the United States.
Kathy Stevens, MS, LMHC, CMHS, DCR
Kathy Stevens holds a Master of Science in Counseling from South Dakota State University and is a Licensed Mental Health Counselor, a Child Mental Health Specialist, and a Designated Crisis Responder.
Before joining the PBH team Kathy worked at Capital Area Counseling Services in Pierre, South Dakota, providing therapy services and afterhours crisis support. She also worked for Children’s Administration of the Department of Social and Health Services as a social worker, and as a Vocational Rehabilitation Counselor for a private company working with the Department of Labor and Industries in Port Angeles.
Kathy supervised the Children’s Department at PBH for 12 years prior to her promotion to the Clinical Director position in September 2016. She has over 20 years of experience at PBH.
Chief Financial Officer
Dawn Brown joined the PBH finance department in July of 2016 and became CFO in July of 2017. She has served in a variety of accounting and finance roles over the last 20 years, most recently as controller for a private university. She holds a Bachelor of Science in Economics from the University of Utah.
Anita Mauger, PHR, SHRM-CP
Human Resources Director
Anita joined Peninsula Behavioral Health in 2008 as a student intern in the BAS Applied Management program at Peninsula College.
After graduating in 2010, she began working full-time in Human Resources as a Human Resources Aide. Shortly after, she obtained her Professional in Human Resources (PHR) and Society for Human Resources Management Certified Professional (SHRM-CP) designations.
Anita joined the executive leadership team when she was promoted to Human Resources Director in January of 2016.
Will O. Stevenson Jr.
Director of Information Technology
Will earned an Electrical Engineering degree from the US Coast Guard Academy followed by 11 years active duty service and 11 additional years as a software developer. Following this career, he wanted to try out the Information Technology world. As a result Will accepted a position at PBH in August 2010 as a Help Desk Technician.
Will was promoted to Systems Analyst after a few years, then to IT Director in late 2016. He likes the work and his fellow employees, and is hoping to cross the 11 year employment barrier which until now has eluded him.
Quality Assurance Director
For the majority of his career, Norm worked for the State of Illinois. There he held various leadership positions involving the development and provision of a wide spectrum of mental health and social services. He served as Guardianship Regional Administrator of the Office of State Guardian (OSG) facilitating the appointment of OSG to serve as guardian of the person and/or estate for over 2,000 adults.
In other positions he collaborated with multiple state and community agencies implementing the Omnibus Budget Reconciliation Act which involved developing community integrated living alternatives for individuals inappropriately placed in long-term care facilities. In the Fiscal Department he negotiated with Community Mental Health Directors in their agency budget development and annual service projections.
As Downstate Supervisor with Accreditation and Licensure Norm assisted in writing rules and survey compliance tools for day treatment and residential programs which he then surveyed for annual compliance. Prior to his retirement from the State of Illinois he developed and led human service focused training statewide for administrative, therapeutic and direct care staff. After his retirement he opened a consulting business in which he provided counsel to mental health agencies ensuring their compliance in contracts, rule and law. He also served as an Ombuds for an area agency on aging before moving to Sequim in 2008.
He has been employed with Peninsula Behavioral Health since 2009, currently serving as the Quality Assurance Director and Residential Director. Norm completed his Bachelor of Arts in Social Justice and a Master of Arts in Human Development Counseling from Sangamon State University/University of Illinois. He received an Honorable Discharge from the U.S. Army after serving as a Military Policeman in Thailand during the Vietnam Conflict.
