Peninsula Behavioral Health (PBH) envisions the development of a 36-unit Permanent Supported Housing facility strategically situated on 2nd and Oak Streets in Port Angeles, WA. Our initiative addresses the critical need for affordable permanent housing and integrated behavioral health support services in Clallam County. We developed this project as a comprehensive solution to meet the community’s needs by offering stable and affordable permanent housing options, complemented by integrated behavioral health support services. In doing so, this project effectively addresses the critical challenges we are facing in our community. Together, we can reduce homelessness and increase housing stability by providing affordable housing for individuals with behavioral health challenges.

As the predominant behavioral health provider in rural Clallam County, our mission is to extend housing and comprehensive support to individuals grappling with serious behavioral health needs. We strongly endorse the philosophy that housing is integral to healthcare, recognizing the formidable challenges individuals with mental health and substance use concerns face in adhering to treatment programs when lacking secure housing. The proposed facility seeks to bridge this gap, offering a vital nexus of stability and support for those facing mental health challenges, particularly those who are currently unhoused. Our commitment extends beyond mere accommodation, emphasizing the crucial link between stable housing and improved mental health outcomes, fostering a holistic approach to healthcare in our community.

The prevailing sentiment underscores the critical nature of the housing shortage, with marginalized individuals, particularly those experiencing homelessness and significant behavioral health challenges, facing additional barriers as they contend with limited housing resources and encounter reluctance from landlords. The urgency of this situation drives PBH’s commitment to address the housing crisis comprehensively, emphasizing the intersectionality of behavioral health and stable housing in fostering a healthier and more equitable community.

Leveraging extensive experience, PBH has a proven track record in offering housing solutions to our target population. Presently, we manage three supported living homes, providing episodic in-home support, and anticipate the addition of at least two more residences this year. PBH currently operates 21 units of Permanent Supported Housing and 4 transitional living units at Dawn View Court.  Over the past year, we have helped community members maintain stability in these units built with the support of the City of Port Angeles and Clallam County.

As the owner of 136 and 138 W 2nd St in Port Angeles, PBH holds a clear title with no outstanding debts. In preparation for the proposed project, the existing structures on both sites will be strategically removed. Acknowledging the presence of asbestos on-site, we recognize that the teardown process may incur additional expenses and time. This strategic location offers convenient access to a grocery store, health clinics, and downtown amenities, situated a mere two blocks away from the primary local bus line for enhanced accessibility.

Our dedicated team, comprising case managers and peer supports, consistently delivers ongoing assistance to our consumers in housing matters. At the forefront of community outreach, our team actively identifies individuals who are unhoused, engaging with them to facilitate stabilization for up to 90 days after entering housing. This comprehensive approach reflects our commitment to not only providing housing but ensuring sustained support for individuals on their journey toward stability and well-being.

PBH has undertaken several proactive measures in preparation for the development of this project, including:

  • Conducting a Phase 1 Environmental Site Assessment (ESA) to identify potential environmental considerations.
  • Performing asbestos testing on the large building slated for removal.
  • Engaging SMR Architects for the architectural and design aspects of the project.
  • Collaborating with the City of Port Angeles to initiate discussions and address key project considerations:
    1. Developing modeling to ensure the capacity of the sewer line supports the project.
    2. Confirming the project aligns with Residential High-Density Zoning regulations.
    3. Verifying that the project’s footprint does not exceed 75% of the combined lot or 45 feet in height.
    4. Confirming the property’s distance from the bluff alleviates additional city concerns.
  • Initiating a Geotechnical Survey, which commenced on 3/7, to assess soil and foundation conditions.
  • Initiating a Land Survey in March 2024 to precisely delineate property boundaries and characteristics.

These proactive steps further highlight our commitment to thorough planning and compliance with regulatory requirements, ensuring the successful and responsible execution of the project.

Expected Outcomes

Upon successful implementation, this project promises transformative outcomes. By establishing a permanent affordable housing facility, PBH will provide stable homes and comprehensive behavioral health support to individuals grappling with serious behavioral health challenges. With an anticipated 36 housing units, spanning across studios, one bedrooms, and two-bedroom units, the initiative is poised to dramatically reduce homelessness, improve behavioral health outcomes, and bolster overall community stability. Through the cultivation of a compassionate and supportive environment, PBH endeavors to break the cycle of instability, leaving a lasting impact on the lives of those we aim to serve in Clallam County.
