Transforming Lives with a Supportive Housing Facility

We are excited to announce the development of a 36-unit Permanent Supportive Housing facility, strategically located at 2nd and Oak Streets in Port Angeles, WA. This initiative is designed to address the urgent need for affordable, permanent housing combined with integrated behavioral health support services in Clallam County.

About North View

Peninsula Behavioral Health (PBH) will be constructing a 36-unit Permanent Supportive Housing project by providing stable, affordable housing for individuals and families who have experienced chronic homelessness, while offering support services that promote long-term stability, health, and well-being. The project, named North View, will prioritize housing for those who are vulnerable, including individuals with disabilities, mental health challenges, and those recovering from substance use disorders. Our commitment extends beyond mere accommodation, emphasizing the crucial link between stable housing and improved mental health outcomes, fostering a holistic approach to healthcare in our community. To fund this initiative, PBH will implement a diverse fundraising strategy, targeting public and private sources, grants, capital campaign, and partnerships.

 

  • Location & Community Integration: North View will be located at 2nd Street and Oak Street in Port Angeles. This strategic location offers convenient access to a grocery store, health clinics, downtown amenities, employment opportunities and public transportation.
  • Building Design: The North View project will be constructed on a 14,000 sq ft lot and will be 4 stories tall and will feature modern, energy-efficient units designed to provide dignity and privacy. The 36-uints will consist of seven (7) studios, 25 one-bedroom and four (4) two-bedroom units. Four one-bedroom units and one studio unit will be ADA accessible. The building will have office space for property management, a central laundry room (including a dog wash sink), indoor bicycle storage, a community room and two rooftop terraces for residents to enjoy the spectacular views of the Strait of Juan de Fuca and the Olympic Mountains.
  • Support Services: PBH has been working with marginalized and excluded populations for over 50 years.  Those with serious and persistent mental illness and particularly those with SPMI who are homeless are some of the most overlooked and marginalized members of our community.  Our organization was created to provide a haven of support for those most in need, who often have the most barriers to accessing care.  Over the years, we have worked to adapt our programs and services to meet the needs of this cohort.  We have always provided psychiatric rehabilitation, medication evaluation and management, and employment services to this population.
  • Sustainability: The project will meet both the new Energy Code and Evergreen Sustainable Development Standards, incorporating sustainable materials, High Efficiency heat pumps for hot water heating and heating/cooling of units, Broadband internet, an EV charger, and roof top solar panels for energy efficiency.
Our Goals for North View

Our goal is to reduce homelessness, offer stable housing for individuals facing behavioral health challenges, and enhance community support. By providing 36 housing units coupled with comprehensive support services, we aim to create lasting change and foster long-term stability within our community.

This project is a direct response to critical needs in our community, including high rates of homelessness, a lack of affordable housing for those with behavioral health issues, and insufficient support services for individuals experiencing housing insecurity. We are committed to making a significant and positive impact on the well-being of our community members.

We are first and foremost a behavioral health treatment organization and truly see the housing we provide as an extension of the healthcare we deliver.  A Groundbreaking Ceremony for the North View project was held on December 6, 2024, with an expected completion within 12-14 months.

North View’s 36-units will consist of:

  • 4 two-bedroom units
  • 25 one-bedroom units
  • 7 studio units
  • (5 of the units will be ADA compliant)

North View’s accommodations include:

  • Fourth floor community room with views of the Strait and Mountains
  • Two rooftop decks accessed from the fourth floor
  • Centralized laundry
  • Bike storage
  • Utilities including broadband internet to be included in rent
  • 1 EV Charger
